You apply to SCDES on form D-1740 through its ePermitting portal ($150), SCDES evaluates the site, and a Permit to Construct is good for five years. A Tier 1 installer may build a gravity-fed residential system; pumps, mounds and other designs need Tier 2 or Tier 3.
